[2.3] Connection Closed?

I believe ive managed to get 2.3 server files rdy to go offline but wen i try get ingame connection closed comes up. ive changed the ip address which i believe was needed to be done to 127.0.0.1. but in the .exe (LoginGate etc etc) windows tht open wen i click serverlauncher i get this message in them all.

Windows socket error: An attempt was made to access a socket in a way forbidden by its access permissions (10013), on API 'listen'

ne1 have any idea's plz?

check pm
and try again by right clicking exe and 'run as admin'
and also right click exe , properties , compatability and set to xp sp2 or 3
but if the ips are right and http://canyouseeme.org/ is showing services on 7000 7100 7200 then ive no idea
if they not showing as service running , disable firewall completly for testing purposes and retry
at that point it would be time to add those 3 ports to ur router portforwarding rules , tho that would be for going live
