You should be able too use npc?

Emm skills may be lowered only abit, but drops are emtreamly easy to get *hint* if you no what mobs to kill lol (skill necklesses)

Quick reboot reducing skill points!

the cave npc i cant use, it says in too low lvl =/, and i cba to run to OmaCave :P

Yes this is the same server shinsu, and yes jicaa you will need to reach a certain lvl, (keep in mind that, when you click on tele NPC it should say wot lvl you need to be to use it)
