so here is what i do for easy backround.... You should no the basics for PS before you do this since i dont have the time to gointo great detail ...
create new one, transparent bg
go to Filter>render>clouds
Filter> Pixelate> mezzotint (short strokes)
Filter> Blur> Radial Blue with setting :
ammount: 100
Blur Method: Zoom
Quality: best
Ctrl + F
Ctrl + J (to copy layer)
Filter> Distort> wave (with settings at: )
Generation: 6
Type: Sine
Wavelength: 141 (for Min. and Max. both)
Scale: 100 (for both)
with 'repeat edge pixel' clicked
now set the top layers mode to: lighten
Now select -1- of the layers press Ctrl + U and check "colorize" and set the color to anyone you want
Optional:
Ctrl + e to merge both layers
then CTnl + J
set the top layer mode to 'overlay'
Cntl + E
