eBay and Paypal (did you pay with Paypal?) usually favour buyers (it's actually quite rare to see them on the seller's side) so if it doesn't turn up you should be able to claim your money back. To be honest it's not very wise to buy things like mobile phones on eBay, too many people are prepared to try and pull a fast one when it comes to that kind of stuff.
