Exp boost for low lvls

Hello all,

New player just downloading game. I read there is an exp bost for players below lvl 38 to help on leveling. Is it implemented? Only in dungeons? How does it work?

It gives you 1.5x exp more than players over level 38 in most caves suitable for that level range so omacaves, mines, bug cave, prajna island caves and Black dragon dungeon to name a few.
