It is a huge bug if recall set cold down is just 5 sec.

It was 180seconds on Euro.

I do not think it is true in this server. I am not sure you (koriban) reported or not? Or maybe your excuse would be you do not know?

Fixed to official 180 seconds.

Will be in the next reboot.
