ice if u got a steam account n just wanna play cs 1.6 u dont have to pay.. go on STEAM (google it) download there client n choose to play cs on it.. it will download the cs client n if u got a valid cd key ur away... o.0

Google cuesteam, as for cs client just google cs 1.6 client and you'll get tons of links to download it outside of steam.
