How do i change the chance of gemming your item or orbin your item?

On my server gems and orbs work 100%. And i need gems atleast work 40% and orbs like 70% ...

Any ideas how to change??

he never searchs for anything.He thinks by asking every one a million times over he will get the answer.
Ive told him and told him he can find it in 2 minuites by searching here.
But hes a typical 15 year old and doesnt listen
