I don't even see the big problem, hardly see any of the high levels hunting them but a few character which clearly is just there levlers on there gaining gold / items to sell gold on top of there leveling £. All the top players i know who don't have a leveler are not farming Jacko's, only see them pop up for the boss shout. i mean at peak times it's hard to find enough Jacko's to make it worth your while. Maybe early AM's it would viable.

Events perfect for lower levels, it bridges the gap between 40+ as casuals can actually hit that level while earning some rares
this is event is decent for gold but time consuming, you’d rather lvl 10x faster in groups after 40+ unless your alone hitting the pumps, it’s something to do at least, removing these will just make noobs probs give up as it will be much harder to lv.. these pumpkins give like 3-6k exp but when you go group hunting you’ll be making average 200k exp per lure if u grab a wiz or just 1 by 1. Constant exp
it can also be an incentive, I know a few who have got Dragon slayers 36 weps books like curse etc, it is shitty but least they have some gold for £500 haha

Not sure how on earth the event is not good for lower levels or newcomers, I've levelled a new char from 1-40 killing nothing but jackos in the last 4 or 5 days. It's perfect for noobs.
Also haven't found a single book or wep in all of that time

From a new comer point of view, the event was a nice incentive to play (I didn't play before the event) and enjoyed the jacko's. Item and level wise, I am way behind, however few of my points:
1) I'm a level 29 archer, with only 3 skills due to the price of skill books, they do not seem to be dropping to out weigh new players/alts.
2) I enjoyed the province jacko's and leveling was good, however dwellers is not a nice experience due to PK by people who far out level the dungeon.
3) Dwellers just seem boring without collecting the pumpkin, skull loot.
4) Mass lure killing just doesn't seem to be a thing (I enjoy this aspect of the game), however this is potentially due to me being unable to obtain skill books.
5) Standard levelling areas seem to be so slow to level in
