It obviously got zero media coverage. And it says on the multiple websites including it's own it was a mod. And it was. For PC. Then it was released as a stand alone game for PS2.

it was an expansion, you put the disk in the ps1 / pc then it asks you to put the original gta in :P then that asks you to put the london version in ^_^
