guild councils do not have rights to recruit, reject, war ETC

Recruit council---- need the rights to add ppl and reject ppl

Deputy council-----need the rights to claim or cancel a war

Did they ever have that? Most mirs I played have only 2 who have all those permissions and servers where they try to change it run into all kinds of difficulties. Perhaps they can do it here. Not really a major thing but maybe they will get round to it eventually
