Nope.
In this instance, your gaurantee drop will be at 2000 kills. You would need to kill another 1416 mobs for your next drop, presuming you don't get an RNG drop before hand on the rate of 1/1000.
Now maths has never been my strong point, which is weird considering my job. However what's the difference between what you've wrote and what I've wrote?
The base drop rate always stays the same, but your personal drop rate changes on every kill.
The way you wrote it, describes your RNG drop rate dropping every kill (Which isn't the case).
No rates "change"....you simply hit the upper count of the rate (In the example being used, the 1000th kill)...it checks if you've ever received a drop, if you have....you will not get a drop until your 2000th kill (Or from RNG on the rate of 1/1000). If you haven't, it will drop for you.
