ok i wanna give sum vectoring a go but i aint sure on how 2 do it and wat prog to use :S lol ... was hopin sum 1 could gimme a few links to sum guides or tell me a lil bit on how 2 do so plz :S

you can't be taught how to vector, it's not as simple as opening photoshop and playing with a few filters, here's the closest thing to a tutorial i can give you:

Adobe Illustrator, Pen tool

Hey,

I suggest you look up some tuts m8 on www.pixel2life.com or www.good-tutorials.com both equally fantastic sources of information - observe a variety of different mediums, google images is good enoug to search for some vector art. Get an idea of how things work and become acustom with a program as Pyraine suggested... Illustrator is made for it, but I prefer Photoshop.

By the looks of it, Ipixel's done some good works, maybe you can scavange somthing off his webby on www.fire-box.net

the vector tutorials ive seen are pretty useless, get used to photoshop, learn it inside out, then attempt another program, its a waste of your time to keep program hopping, and knowing p!ss all about each.
