is there a check that determines if theres already a name in a .txt file
For example.

i want to rent out a house
Addnamelist house1.txt

that will add your name to the house.
i only want 1 person to rent that house..is there a check to see if there is already a name in the list and makes it move to the 2nd house in the list

no that checks if your name is in the list.

what i mean is check to see if theres anyones name is in the list
then if its blank then it will put your name in it
