how to make accounts for job server files?

got a test server running but im not sure how to create an account, also when i login with the account i made (as far as i know it works) i dont get a welcome screen, just the message that its connecting. So can someone explain how im supposed to make an account properly?

i dont have it setup for online play yet, its just network atm, i just need to know how to make an account properly. so I can get ingame and test it out.
