It seems to me that you kind of got to the likes of PSC/PT and then just stopped?
Many of the new areas, including level appropriate areas do not have the same effort as the lower level content.
There are more quests below level 20 than above, surely this should be the other way round?
Even if its just kill X amount of X for X gold and X experience.
PSC repeatable quest is either too rewarding, or you just don't want people to do the PT repeatable quest - which takes about 5x as long for almost the same reward (Killing Guards).
I appreciate all the effort thats gone in thus far, I just feel with the majority of players now over the 33 bracket the content should be more focused on these areas.
