Ok here's the deal, im building me a new pc, these are the parts i have so far

Case
Power Unit
CPU + Heatsink
RAM
Hard Drive
Motherboard

all compatible with eachother, and when trying to boot it just to test it, nothing happens, Im sure i hear a slight electric humming sound when i plug the power cord into the PSU, but the computer won't turn on, is this due to me not having plugged in the graphics card yet?

here are the parts:

MSI K8N nForce 4 Neo4 Platinum Motherboard
Antec NEO480GB 480-Watt PSU
AMD Athlon 64 3500+ Venice Core
Maxtor MaxLine III DiamomdMax 300GB SATA HDD (16MB Buffer)
Corsair Dual Chanelll DDR Value Select 2GB RA< (1GB x 2)

and the motherboard is put in using screws, metal screws, but not all screws are in, only a few which hold it in place sturdily.

Is it plugged into the CPU fan header on the motherboard?

the cpu fan is, but the motherboard fan is plugged into the "NBFAN" socket

EDIT - i just plugged all the fans into sockets in which they work, and they work
