I'm starting to notice a lot of items like this where the stats just don't match up. Is this on your radar?

no its not a bug, all items are random stats, makes game more funner to have different stats and not the same, can get same item low stats and another same item high stats

Yeah we have made items have random stats, it just makes it more exciting while hunting that all items could be worth something and useful.
The higher the item the base stats increase at a better rate, meaning higher items can be made better everytime.
