Unfortunately, if you delete a character it still remains in the Database so nobody else can use it.

I don't care, last I heard it got deleted so I guess Koriban has officially died.

His new and improved, younger, healthier brother Kori however is back on the scene.

Just my thoughts on it, it's one thing to use a name that's fine. If they are using it to cause problems around a player who would usually use that name (impersonation or identity theft) then the character should forcibly have its name changed to prevent confusion. Especially in cases where it involves prominent names or characters in the community.
