Hmm...here's a few ideas. Try making the 'borders' less obvious or scrap them completely? Do you have the rest of that image at the top? perhaps try making the main 'content' (I presume?) area a little transparent with that header image below it slowly fading.

Can I see scanlines on the two bars at either side? Maybe it's my monitor or maybe they're supposed to be there but either way I don't like them so if it's the image, lose them, definately.
