When the server started this was my favourite feature, bringing people together to fight over an objective and gain a nice little reward for winning (i.e. the chance to get a nice drop off a legendary mob).
Now however they usually aren't worth the time investment to PK over it and the effort then to kill the mob.
For me you could disable the shouts on every Legendary other than Red Cave and Yims, both of them are group caves and can drop well so they should still be shouted. The rest, just let them be discovered naturally. Maybe put something in that if it hasn't been killed within 12 hours of spawning it starts shouting on the map its on every 15 minutes.
That will allow solo / small groups to find them and have the pleasure of killing the legendary they probably spawned hunting in that cave in the first place but keeps it so the big legendaries like Rats or Vipers stay on everyones radars.
