Both no stat increase, heal still +150 ticks, poisoncloud still agil+5 for 15secs.

Needs fixing...cant expect people to hunt zombies hours and hours and the actual stats for certain skills have not yet been implemented, getting kind of silly.

i got lvl4 strength fo faith give me +1dc pretty crap ,but yeh whats the point if there arnt really lvl4 / 5 spells

I'll speak to shane in getting skill levels looked at, I'm fairly certain it's because some skills have no multiplier and thus get zero to no benefit from the added base lvl in the formula.

Obviously this only applies to skills such as resurrection or cloack, which will have no benefit lvling them. Heal should have gradually increments in the amount it recovers, same with agility skill, not sure if that one was time or agil+ based tho.

Basically the formula for spells works differently for damage spells, buffs and utility spells. As you mention, rez/cloak will gain very little from lvling up but who's to say we can't make them worth lvling up in the future. Heal should indeed have a buff to it, I'm fairly certain it should already but will double check with shane and Jamie. Basically, as all you're doing is increasing the level of a skill by 1, if the formula for the spell multiplies the base level, then you'll see an increase (x4 over x3). If it's an additive bonus, then you'll see very little to no gain (+4 over +3)

Just created a fresh noob and lvled heal, both lv0 and lv1 heal seem to be +30 indeed. However checking lvl4 heal vs lvl3 massheal on rotilia, they both do +150 +150 +150 +15, so a total of +465.
100% bugged lvl4 should do 20-30% more duration tbh because this is useless, the same problem as with poisoncloud, agil+5 for 15seconds, both on lvl3 and lvl4.

If I remember correctly Strength of Faith gives the pet an attack boost of 25% increase in strength per skill level.

LvL 0 25%
LvL 1 50%
LvL 2 75%
LvL 3 100%

I'd assume LvL 4 Strength of Faith would give a pet 125% boost to pets base attack strength.

As for the heal skill level, it does not increase the per tick size, only the amount you get healed in total.

To increase the per tick heal, you need level 4+ empowered heal I'd assume.

lvl4 heal still heals the exact same total amount as lvl3 massheal, 99% sure its not working correctly, just as poisoncloud is not working correctly.
