I'm stuck on the quest Lost Comrad, I turn it in but it doesn't turn in.

There is a bug with this quest that I am working on, I had/have family visiting so have been delayed in fixing it
Yes I know it has been bugged for a while but I can not see any issues with the NPC

I am running a char through the quest system to this point so that I can test out possible fixes
