m8 cant connect

on the logingate it says

[17:15:53] Timed out/Blocked: (his ip)

i looked through the files and i aint blocking him whatsoever
my other m8 connected just fine

any 1 know what the problem is ?

maybe his pc is that slow and runs on steam and its taking its time getting to the logingate /id and pass
