The limitation on gems will be the same, yes.

I just want to get max pa on everything. If things don't work out on assassin for me I will be playing warrior again so pa will help me hopefully.

Be nice to have working formula for gems to actually have success decrease and breakage increase the more of that stat you added. If this was correct you wouldn't need a limit.

iv had 1 drop and 1 given to me both failed first try so hopefully its gonna be hard to get ridicules added stats

Nor sure that +7 is good news but if gems less likely to work and items break more often it might be OK
