u got map editor from https://www.lomcn.net/forum/threads/map-editor.109317/ it shows how to set it up and then for ur mini map click other and minimap

That map editor is for mir3 maps.

Generate minimap using the editor shown by @stom2022
Open Library Minimap.zl using Library Editor
Add Image created by map editor
Remember the index image which you just added to the library
Save minimap.zl
Go to Server.exe / Open It / Find Minimap info
Add a new map and on minimap column add the index of the image you just added.
Save the changes done on system.db, add system.db to client

I thought it is for Zircon maps. Mir3 now uses .zl format? I thought that is Zircon only. Maybe you mean mir3 maps used in Zircon server/client?
I recall Far explaining some of these differences once but it is still confusing. You can edit mir3 maps in Crystal map editor (if mir3 uses .map and .lib formats as I believe it does).

no such thing as zircon maps. Zircon uses official mir3 maps. The zircon map editor reads and saves in the official mir3 map format.
the map and the library that the client uses are two completely different things which have no link to each other.

I take it then, if as I believe Crystal map editor also reads and saves mir3 official map format, you could edit mir3 maps in this Crystal editor but since mir3 .zl libraries might not exactly correspond to their mir3 .lib counterparts, it is generally not advisable.

Crystal map editor only reads mir3 maps, it saves in crystal map format. Making it unreadable by any other editor after that.
Best solution is to use the zircon map editor for zircon, the crystal editor for crystal.

not really sure what you mean. You need to have the map file in both the client and the server obviously (wherever you've set the map directory)
no idea what you mean regarding the minimap - in your screenshot you haven't given it a minimap number

go to your server settings and see where you've set your map folder.
The minimap creator isn't in the server, its a separate map editor app which you access via the plugin tab (if you've added the map editor plugin)

There two screens have two different Client Paths
1 - Users\Admin\source\repos\Debug\Client\Map
2- Users\Admin\Desktop\Debug\Client\Map
