No because the first part of the game is going to be pretty linear, as in a new start area with a series of caves to the first town, the mobs in this first series of caves( the Ghosts) give 12k exp each, this should make it easy to do the first 5 levels(20 - 25) by the time you reach the first main town., but instead of using an xp multiplier to calculate the exp X rate, we are adding custom xp rates to each mob, that way if you go to a levelling area, all teh mobs will have good exp, if you go to a money making area the mobs will have crap xp, this will also make things like xp events easier as if we do a double xp event it will be a true x2 exp event of our own exp rates.
Also doing it this way, we should be able to control the speed of levelling as players get higher more easily and be able to use the 40 mill exp cap to a more fuller potential.
I hope that clears things up a tad more.

P.S. hopefully this will make it easier for noobs as well, due to higher level players not really having anything to drag em back to the places that they did their early levelling, therefore making the first part of the game pretty safe for newcomers and ppl who just want to level up to a decent pvp type level.
