Lets fire in some home truths and see who has the right to say what. These are official FIFA world rankings.
England - Rank 10
Republic of Ireland - Rank 31
Scotland - Rank 59
Wales - Rank 74
Nortern Ireland - Rank 96
So Scotland are outgunned by powerhouse teams such as - Serbia and Montenegro (44) Guinea (51) Iraq (52) and Angola (57). Some awesome powerhouse teams there, maybe u can climb above them and get to the NEXT world cup or European Championships. Anyone who is Scottish is now out of this discussion.
On an unrelated note, im sick of Scottish people going "Im scottish, not British, scotland should be a seperate country" I know you really want it and i want you to have it as well, cos id love to see your Economy crumble and laugh at your country. Icing on the cake would come in the form you wouldnt be allowed into England to get work without a work permit and would effectively be illegal Immigrants lol.
Welsh? Well heres some good news, if you manage to get your ranking up by 10 You'll be better than some world footballing grets like Mali (66) Slovenia (70) and Latvia (71) but be careful, teams like Estonia, and Qatar are closing in on you. Welsh people are now effectively owned.
Northen Ireland i cant say much about, being half Northern irish, i have a tendency to want them to do well, but they're bested by teams like Burkina faso (89) <-- where the **** is that? and loads of other crap teams. However Northern Ireland is a tiny country and mostly rural, so suffers like many other countries like them do. Which is a shame because they have some great players in their team.
In closing, only people frokm ROI have any sort of chance at slandering England and even then its 21 rankings away from being forceful enough to matter.

I like England.....they have that guy that married the Spice Girl....he should just wear a shirt that says "I Win" with an arrow that point to his wife....because really - HE DOES WIN.!!!!

DeathWish: it happened years and years ago, but the affects are still there today, altho to a much lesser degree. It caused lots of fighting in the past 10 years - including the omagh bombing (not entirely sure on this one, as it was done by a different group)
The army are still stationed up there, altho they are working on moving out it seems
