My Crafter NPC, not working properly

Can some1 help me with this npc ive made, and tell me whats wrong with it?

It, only will go up to 0.1 skill, then it carries on working, but does not go up to next skill 0.2...ect

I may be rong but i think:

[0001] 1

is rong because im sure some 1 told me ages ago that the max flags is 999, so try changing it to [001] 1 and see if that makes a difference
