Not sure what you are asking for.

If your going to buy and use a wireless router, your computer(s) will be connected to your own home network (not directly to your ISP), and your IP on the computer(s) will most probably be 192.168.1.xxx. For setting up the server, you will have to use your local IP (192.168.1.xxx), and for people from outside your home network to be able to connect, you will have to forward the neccesary ports to the computer running the server (ports 7000;7100;7200 and 3000 if you want to use player count images). For people to connect to the server from outside your home network, they will be using your WAN IP (the IP that the ISP will be giving you), and the router will route the connections to the server granted all port forwards are made correctly.

Hope you got your answer.

Ok first and foremost, please use the skills taught to you in your English classes if you wish to be understood by people that are trying to help! I, like Ragnar, don't have a very clear idea of what your rattling about - so I'll list some points I think may be of interest.

-There are three types of IP address you are interested in; internet IP, network IP, local IP.
-Your internet IP is provided by Tiscali. This DOES NOT need to be static to host a mir server
-Your network IP (for your laptop etc) is provided in this case, by your wireless router. This DOES need to be static, which you can set within the routers config
-There is absolutely no need whatsoever to pay extra for a static internet IP, when you don't need one.
