new laptop problem

ok so i bought a laptop of a mams mate and i know the problem that it had and i thought i could sort it, but i cant so im asking on here for abit of help its some program called "net intelligence"
so ive tryed to make an account but i need some sort of code and when i try to unistall it says i need a code/password.. ive looked for a keygen and no luck so if any1 knows anything about this it would help.

i want it off the laptop its putting restrictions on sites so i cant acess them its anoying!

Control Panel > Programs & Features > Uninstall.

Then you need to contact the previous owner of the machine, or re-install Windows on it. Which is what you should do when buying a 2nd hand computer anyway.

ive tryed wiping it and its stil there!! (well restore to factory setting anyways)

then it comes with the laptop and ur mate shud have the code, if u don't u need to format, not restore to factory settings, format it and install a fresh copy of windows on it

ok is it possible to download a copy of windows 7 and boot it from a memory stick?

Just either burn it to a disk or buy it.
