NPC giving level 3 spell?

What is the command so that say you complete a quest when the NPC gives out items it auto makes you learn the spell at level 3, is this possible?

its possbile but if you dont figure out how, just make the skill level up less in tbl_magic and they can just learn it and say for level one needs 5 , lvl 2 need 10 level 3 needs 15

or w/e u wanna do lol

would just make the current fireball skill level 3 (if they have it)
