Not possible unless you say actually what you want this NPC to do, elaborate and I may post you one.

Yes it is, but there isn't a 100% automatic non GM required script out there.

i think i have a good idea what it is, but the script is very complex, currently working on one.

there would have to be a command only to let one guild in..
