Odd socket error m2server

No matter what I do the m2server keeps giving me an error on bind socket error.

All ips are 127.0.0.1

odd thing is it did work when I first started it.. then I changed some ips to make it public and it happened.. so I changed back to local ips and I still get the same error.

Before you say its 3in1 or anything like that my files don't require those programs.

Usually I would think this means theres another m2server running but I rebooted.. lol

also u may say that u have done this enable and disable it tho just 2 make sure 100% then try
