Patcher Error

how to fix this problem The patcher keeps re-downloading files even though they are all up to date.
and im only need the files i dont have like maps and patcher always start again from 6.5giga files ...

i gave up on trying to install this server as the patcher seems f**ked .... even after downloading the full client the patcher doesnt work as it should :/
