I tried now with new empty folder and admin rights. Every time i run patcher it passes through 1 of 2454 quickly and then starts downloading 2 of 2454 file called Data-AniTiles1.wzl.zip. First file it either skips or finishes very fast and is called Data-AniTiles1.wzx.zip.
It also writes an error, which gets thrown near end of finishing the wzl file download. File 2 still finishes download and extracts. Since it's an timeout it might be related to first file instead though. Error message:
[GetUserCount]:System.Net.Sockets.SocketException (0x80004005): A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 94.1.11.133:3000
