If you supply them with all your details eg, Bank Account and Debit/Credit Card there is no legal reason for them to hold your money.
The excuse they have for holding mine is that i have added my bank account but have not added a debit card, (this acts as a back up funding source) therefore i can never use there services properly so they are parting ways with me and can hold my money legally for 180 days. I went to citizens advice about this as i thought it was a little dicriminating to the people who have poor or no credit historys and cannot obtain this type of cards, turns out Paypal can do what they like if you do not follow there terms and conditions, which in all fairness is common sense i suppose.
