Any reason why the cool down of each cast is so high ?

Does the cool down lower as its levelled?

cooldown was 10 or 15 seconds and that's more then fair thinking about it lasting 5 seconds and doing massive damage at level 3
you just cast psn cloud and then sfb him together with deva you got yourself a stunlocked player

Massive cooldown 15 secs. Would be nice to hear from Samuel as to where he sees this skill being used.
As a support skill, its not ideal, so would imagine its for solo lvling? So, why the massive cool down?

cool down was 18 seconds i think, reduces by 2 seconds per lvl.

because it does more damage then an assassin deals single target and it's aoe .
have you seen wildgirl at level 51 with psn cloud and 80 sc with 6 luck?
the skill was ticking 100 3 times second for 5 seconds long that comes out to 1500 damage single target with 1 skillcast.
the damage of the skill will go up but the cd won't lower and it isn't ment to go lower cause then tao's will be waaaaaaaaaaay op.

well, at level 49 it will be level 3 and then it'll be good are you happy now?
i suggest you get leveling

I hope Samuel fixed PC, during the 1.9 testing I noticed Level 1 PC was doing more damage than Level 3 (it was insta-leveled so I dunno what level 0 was doing - was ticking about 32 with SC44 at level 1 & about 9 at Level 3....damage varied alot depending on the luck of the hit so that's rough numbers.

I did point it out, but I don't know if he fixed it.
