i did 5 levels of being able to learn it befoer i got it, apparently they dont drop that offten and the 1's that do are bugged

I am pretty sure its a small DB change, and the gm's must have over looked it, or perhaps its laziness.

It's laziness mate the server makes way too much money there's so many overlooked bugs that get reported and never fixed
