[Summary]
A test system was used (actual rolls are different in-game and depends on what item is rolled to what stats can be rolled.
Quality Orbs will help you upgrade existing gear while waiting for that next item to drop.
If you upgrade and get mediocre rolls, you are able to use "Downgrade" orbs that you find, to reset it to the tier lower (with the previous stats intact)
Why would you do this?
If you roll a ring as a warrior and go from normal to rare and get +2 attack speed, then rare to legendary and get +2 AC, to minmax your kit you will want to downgrade back down to rare to reroll it to legendary and hope to get DC/Atkspeed or whatever additional rolls.
