rat blood quest

hi im stuck on said quest cant find billy the medic ,have trawled thru posts only to find rat blood quest(post closed)
no help or explanation ?was it the name of the quest that caused the modulator to fly into a rage n close it or simply not
have a clue about this quest .I would be grateful of any help thankyou

Ok you are going to have to link to the closed thread or explain better what the problem is

I think you are unable to find an NPC but your post is all over the shop

and it was closed as it was fixed , the OPs client was bugged and reloading the client fixed whatever issue he/she had
