ok we have the right revivalwater but for some reason all it says when you try to use is "you can use a little later" message, does anyone know why this is

Im using the RevivalWater on a lvl 1k+ character, its a GM.

all I did was put my gm to lvl 1000 and used a revival water, worked fine for me
