This system of yours is stupid, seem's it's affecting legit and genuine players more than the actual cheaters.
I don't play for that exact reason (however , even though i log on now and then you still can't flag me), My pc is a pile of **** and I rely on modifications to my pc's environment and cpu usage.
so would I be classed as a cheater ?

Why do people keep asking the same questions over and over again? If you modify the game client then yes you would be classed as a cheater. If you make modifications to your system then no, you would not be classed as a cheater. They have stated this clearly in the rules.
So apparently by your definition this is acceptable:
Run vmware, run mir2.exe within your vmware enviroment.
Outside of vmware, run cheat engine, and set speedhack to 2x for vmware.exe .... this changing the delay rotation of the clocks within vmware effecting mir 2.exe process without being a process visible to the mir2 cheat detection process scanner...
