Its when your files aren't synced.. more of selgate not syncing with loginsrv I think. Make sure all paths and ip addresses are correct. I'm 100% sure on this.

Obviously you know that the IP 127.0.0.1 needs changing to your IP if you're putting the thing up public ;P Make sure your blockiplist.txt files are also empty...

Mistake I made was putting in spaces and stuff by mistake - try avoiding spaces at the end of your IPs and stuff...

Why does your SelGate seem to have 2 IPs anyway?
