Aye, as Brainbox says, make sure you're IPs are set up exactly how it's said. If you're on a router, make sure you follow the router guide to the very last detail (Help section has a stickied guide written by Ali3n and ThePhoenix, if I've spelt their names right)
From the pic I can see you've got your IP set up using your global IP (which I take to be right - can be checked at
http://whatismyip.com ) and you're not on a router I can almost gather.
If none of that works I guess the M2server.exe you're using might be to blame.
Also it might do well checking your scripts that its faield to sort out - sometimes they can influence the server's stability as far as I'm aware. Also make sure you've set up your IPs in your actual client directory along with the server files' exe provided. I know it sounds stupid and maybe insulting, but countless times its happened (even I'm at fault for doing it once or twice)
