strange program request

i need a program which you can set a grid of your size and dimensions over an image, and can then fill each of the squares in with the letter/number of your choosing, and save it to a text file.

so the text file would look like

00000000000000000000000
00000000000111111100000
00000000000000000000000
00000000011110000000000
00011000000000000000000
00000000000011000000000
00000000000000000000000

for example.

i know theres probably no program which will do what i need, but any suggestions?

i basically want to put a map of a game under a grid of my specified size, and fill in the boxes with letters of where the player cant stand, which is then converted to text format so my program can read it propperly.

nevermind. clever me found out you can put a background in excel and then save the cells to a text
