If you care to tell us what your trying to achieve, there may be a more appropriate option. Meanwhile...

1. can it be done on xp home?
Yes. Just not using IIS - as thats for Pro/server only. You will need to acquire a third party FTP server application. Also remember that your limited to 10 incoming connections on XP Home.

2. how is it done?
By installing an FTP server such as Blackmoon FTP.

3. how do i control bandwith and security ?
Depends on the application you use. There will usually be an array of options for these kinds of things.

4. is there some sort of proggy i can use to turn my pc/spare hdd into an ftp?
Many. They're called FTP Servers.

Back in the day I ran a blackmoon ftp server. Its still on my site here;

I doubt its the latest or greatest version. But it will do the job :) Gl ^^
