Yeah, it means you have run the server, then closed it. However, the processes still remain working, so you need to go to task manager and delete all of the processes and run the server again. Else, it won't work.

Sometimes doing the task manager way doesnt work, it still reads it in the registry I think. So if it doesnt work just shutting down using the processes then reboot your PC as MStation said.

Socket errors are from either useing the wrong IP or opening a gate twice. Check ur routers ip again
