Why are cheaters allowed to make new chars?

If they get banned for cheating they should not be able to come back, they've ruined the server by obtaining items fast by speed hacking to get to boss faster removing hit delays when mobs/bosses hit them and finding bosses faster, Not to mention they have killed the average (non cheating players) honest players by speed hacking followed by some racial abuse and abuse, screenshots to back it up. Avatar can play over 23 hours a day and does not care if he gets banned or not I think its a noob move to let them play again, Ull soon see people lvling characters to lvl 32 with tdb just to cheat and hax and get items quick and sell them off!

i bet the cheaters have multiple accounts and move there wealth onto mules, so when banned they still get to keep there ill gotten gains. Sucks big time.

I just find it sickening that wadestreet is remade under the new guild name legend of mir they change their guild name everythings ok they are now a cheat free guild!? they expect us to forget this is where the cheaters orginated from. When i pvp anyone from LegendOfmir guild i have a doubt in my mind they are cheaters.

Why ban another persons account that could be completely unrelated to the offender just because they use the same IP address?

What is it that Steam does? When you log in from another PC it flags up as "You are signing in from a different device" even if the device is on the same internet connection.

Surely their checking some form of Hardware ID, maybe you could make use of that method and block their IP & Device.

The cheaters got banned, the only one tht keeps playing is avatar, and doubt he'll mess with cheats again.. so how can u say whole guild cheats?

I could IP ban, but this may disrupt families who play, take Following and Avatar for example, Avatar was cheating, Following wasn't, this would of unfairly disrupted Followings play.

In addition, its not uncommon knowledge how to mask your ip if you are unfortunate enough to have a static IP address... A quick google will get around it.

an IP is unique to that persons home, there fore the chances are if 2 people at that ip are playing mir they are both cheating, both my wife and I play chronicles, neither of us cheat so dont have to worry, if i chose to cheat and she did not, then she would be pissed at me for loosing her account, so its good either way.

LMFAO, you honestly do make me laugh, cheaters originate from wadestreet? No son, cheaters are on every game, wish people would stop tirading against me it is quite tiring and the funniness of it has died out quick, we all make mistakes, it aint once a cheater always a cheater, I cheated once, for 10 seconds and got banned. Losing a 43 tao and a 37 warrior, just cause I hammered the game to get to where I am again doesn't make me a cheater. I did tell you when you were tryna own me before I was even lvl 25 on this new character that when I get tdb, you will hit the deck, and look where we are.. 2-3 screenshots later of you hitting the deck to a lvl 32, not my fault your bad..heck you even told me you went out and got a new graphics card for extra speed so you could beat me...your still hitting the deck. Don't mean to brag, but I have screenshot after screenshot of you giving me **** all the time at random times for no reason justice just had to be served son like I had brought the justice of getting my characters banned upon myself. DATS LYF YO.

All cheaters, used it for 10secs blah blah.. you can tell these people u used it for 10secs some might beleive you but i wont.
Just a signed confession of that person playing again Ingame, should be enough to teriminate the account everytime it is made, get rid of them. I dont beleive samuel has made a comment on weather cheaters are allowed to make a new account cheaters just assumed you could make a new account..
I like to play play on a level playing field Once a person cheats i do not want to see that person ingame again.. It just reminds me that i wasted time on money on someone that was probably always cheating.

If u focus on somthin in chat archive u will find the same person prety quick. Tht need few ppls with few languages knowledge but its posible
I was doing the same for few servers/gms and i can say only its easy to find cheater if he get baned. Ppls always forget evrything they say its saved in chat files.

These type of people always very popular with the game and have quiet a few friends Doubt avatar got to lvl 32 in 1-2 without friend help and identifying who he is. so chat logs help alot. Its very easy to identify a person via chat logs once a screenshot is sent, SS first then ask GM investigate the account,

you wrote this thread right after I wipe you and your cronies out in KS KR. sorry mate, it's a cry thread. you talk about wasting time and money... you sit in MW SZ all day outside pot shop tryna fight every man an his dog that comes across ( mainly noobs under level 30 ) to show how much of a big dick you are.

Because what you're asking is pretty much impossible, as many people have already explained to you.
IP Bans can be bypassed easily, Hardware ID checks can be bypassed easily, what else would you suggest?
Your reasons may be valid but you can't just say "Why are they allowed to make new accounts?" if you have no proposed way of stopping them.
