Why is TDB doing next to no damage??

I just don't see how one skill increasing our dps by at least 35% is lacklustre?

In all honesty i'm a level 40 warr with 3 tdb .. It's okay.. It's not great, but hey ho.. i guess it is kit based.. but with the lack of ASPEED.. it could do with a little up.. when you attack so slow and pop a 10? .. you start questioning your judgement on continuing that class.. but i am not here to preach

Would you be willing to come to a trainer room with me and show this occurring? I am well puzzled. Do what I did, 3 mins on without TBD, 3 mins with etc
